Remarks by the Speaker of the Akwa Ibom state House of Assembly, Rt. Hon. Barr Onofiok Luke during the presentation of the 2018 appropriation bill by the Akwa Ibom state Governor, His Excellency Mr Udom Emmanuel, today, Friday 24th November, 2017 in the hallowed Chambers of the Akwa Ibom state House of Assembly, Uyo


On behalf of my members of the 6th assembly, I am pleased this morning to receive His Excellency, Governor Udom Emmanuel, members of the state Executive Council, and other heads of government and parastatals into this hallowed chambers for the presentation of the 2018 budget proposals.

Your Excellency, honourable colleagues, the 2017 fiscal year has been eventful. From the independent assessments of the last three quarters of 2017 by the House committee on appropriation and finance, the performances of the 2017 budget has been plausible. And the evidences are visible in the massive projects spread across the state.

This house is particularly pleased with the recorded achievements in the agricultural sector such as the growing of vegetables which were previously thought impossible around here as well as the setting up of rice farm in Ini and the distribution of improved Cocoa seedlings to over 2000 farmers across the state. We also made noticeable gains in the social sector as seen in the equipping of schools and hospitals. We must state our pleasure in the fact that under the current administration, Akwa Ibom has gained a head start in the economic development sector through concerted efforts made in the area of industrialization. It has engineered an investment drive resulting in job creation and job opportunities like we see in the metering industry, the syringe industry and others that are coming.

Today, with the proposed presentation of the 2018 estimates, we have no doubt that the 2-year legacy of superior performance will be sustained in the next fiscal year. And while we trust that the dreams and aspirations of Akwa Ibom people have been genuinely captured in the 2018 budget, we promise to, as usual, subject the proposals to the inputs of the people. This will be in furtherance of our open legislature policy and our participatory budgeting culture which has become a defining culture of the 6th assembly.

Let me use the opportunity of this occasion to appreciate the deep respect which His Excellency the governor has demonstrated for the leadership and members of the 6th assembly. Our relationship with the state executive has remained robust and progressive. We applaud your respect for our resolutions and your constant consultation with us, the outcome of which has been government’s steady focus on the achievements of its sustainable growth agenda. We appreciate the existent cordiality between the executive and the legislative arms of our state government. The 6th assembly is pro-development. And so if the governor is a development agent as he has proven to be, then we assembly men and women are supporters of the governor.

Your Excellency, let me extend the gratitude of this honourable house to you for the support which you gave us towards the successful celebration of the 25th anniversary of the state legislature. We equally want to appreciate you for supporting our capacity building efforts through supporting our training workshop in London this year. We deeply appreciate the material and moral support which you gave to ensure the success of events in the year 2017.

Distinguished colleagues, ladies and gentlemen, may I at this juncture invite His Excellency, Mr Udom Emmanuel, the governor of Akwa Ibom state, to please present the 2018 budget estimates of the state.
